"I have grave doubts about the proposals for a system of patent courts that would be at arm’s length both from democratic institutions and from proper judicial review. The draft resolution on the European Patent Litigation Agreement could, if implemented, place patent disputes in the hands of these who have a vested interest in a very wide use of patents, it would lead to extra costs for SME, cause an explosion in litigation and potentially restrict innovation in Europe. Supporters of the EPLA make reference to the USA’s central federal patent court, but this system has led to excessive use of patent, and a considerable volume of litigation and malicious threats of litigation."@en1
