"Mr President, we did not vote in favour of the Rapkay report for one very specific reason: it constitutes a completely unjustified backward step in comparison with the text of the Constitution. The text of the draft Constitution provided for a European law laying down the principles and conditions that enable us to provide, implement and fund services of general economic interest. This would therefore be what is currently called a framework directive. Not only does the report move away from this principle, but, by rejecting Amendment 10, it formally rejects and publicly expresses opposition to the Constitutional Treaty. I am consequently most concerned about the wayward path being taken by Parliament, which claims to support the Constitutional Treaty but which, when it comes to something important, and even crucial, to public opinion in some countries, pulls back with no justification."@en1
