"Mr President, Parliament has to give its opinion by the end of the year on the framework programme known as solidarity and management of migration flows. I should have liked to have seen more resources given to this major instrument, but we are suffering the constraints of a draconian Financial Perspective. I hope, in any case, that the Commission will not accept any watering down of its latest proposal. Our objective must be to guarantee that the distribution between the four funds – those in relation to refugees, external borders, integration and return – reflects a balanced, rather than essentially repressive, approach to the issue of immigration. That is why we must defend the integration fund as, if the Council states that integration can be financed from the European Social Fund (ESF), the integration fund will be the only real instrument financing measures intended for new arrivals. If, finally, we have a duty of solidarity towards Member States that are particularly vulnerable in this respect, let us remember that what we are concerned with here are structural funds which, as such, are not intended to be used as emergency funds, all the more since the distribution keys in each fund allow a variety of situations to be taken into account."@en1
