"I am grateful to the European Commission for having significantly enhanced the inclusion of the territorial dimension of cohesion policy in the latest version of its strategic guidelines.
I endorse the Commission’s desire to seek mechanisms for executing cohesion policy that will help guarantee that all regions are treated fairly on the basis of their individual capacities in relation to factors of competitiveness.
For the next generation of programmes, territorial cohesion must be promoted in such a way as to allow Europe as a whole to contribute to the measures in favour of growth and employment, thanks in particular to high-quality partnerships gathering together actors at every level: national, regional, urban, rural and local.
The new legislative framework also makes provision for a special allocation to be granted to the outermost regions in order to take account of the high costs they incur as a result of being so remote. I concur with the Commission’s objective, which consists in ensuring that this allocation will also help create sustainable growth and employment in the outermost regions."@en1
