". You are right. There are quite a few electricity companies that have windfall profits because they included the cost of free allocations in electricity prices. There are, therefore, windfall profits across Europe. There are two ways to fight that. One is by auctioning some of the allowances instead of allocating them for free. That is a possibility for the second trading period. Countries can auction approximately 10% of allocations and the proceeds could be used either to promote innovation or to lessen the burden of taxes for labour, for example, or for other purposes.
