The report that has just been adopted in Parliament has some positive points that we support; for example, the more widespread use of more environmentally-friendly transport, encouragement to use public transport, reduction in the density of construction, more green spaces in urban areas, the renovation of run-down buildings and, more importantly, of historic centres, and better environmental performance of buildings in terms of insulation and the use of renewable energy sources.
It is also important, as the report says, to promote the exchange of best practice at Community level as regards sustainable urban management strategy and planning, and the increased involvement of the citizens in public debates at the planning stage.
Nevertheless, all of this presupposes that increased Community funding has been granted, which unfortunately is not the case. Far from it, in fact; the EU has been introducing more obligations and requirements without creating the appropriate financial resources, which may exacerbate the inequalities between the wealthiest countries and regions and other areas that lag behind."@en1
