"Mr President, ladies and gentlemen, I should just like to point out that, while I supported the resolution on Lebanon, I have all too often heard people in this Chamber, including the High Representative, Mr Solana, use the terms ‘European Union’ and ‘European Union Member States’ as synonyms and say that the European Union is playing and has played an important role in the Lebanon crisis and also in sending UNIFIL troops. That is not the case: some Member States, some countries are playing a role. The European Union has unfortunately given up using even those modest, feeble foreign policy tools that it could have used. The role that the European Union might play would be to offer the prospect of membership to countries on the other side of the Mediterranean: Turkey, Israel and also other democracies beyond the Mediterranean. The Member States’ policy on Israel and Palestine is, instead, a losing one."@en1
