Mr President, the mood has not changed, at least in the sense that, much to our satisfaction, the conclusions of the European Council in June, in which the matter of the Union’s absorption capacity was also covered, clearly stated that absorption capacity would not be a new criterion imposed on applicant countries, but something separate which would also have to be taken into account within the European Union. The Finnish Presidency proposes to have a thorough debate on all aspects of enlargement at the European Council in December, and after that we will certainly have a better idea than we do now of what the general mood is in the Member States with regard to this issue."@en1
