". Mr President, there is no longer any need to establish these common values as such, because they already exist. They have been endorsed in the Partnership and Co-operation Agreements, and Russia is committed to them as a member of the Council of Europe and the OSCE. Obviously, however, there are challenges of all kinds associated with making these values conspicuous in practice and in the implementation of legislation. These areas of dissatisfaction in the independence of Russian courts are indeed challenges for an evolving constitutional state, which we will be monitoring very carefully. It is nevertheless very important that there should be a good deal of two-way communication within the framework of this strategic partnership. For example, consultations on human rights are being held next in November. Moreover, political dialogue, which is engaged in with Russia on a regular basis, provides an opportunity to discuss and raise these problems in the area of human rights."@en1
