"Ladies and gentlemen, it is with sadness that I have followed the tragic situation in Lebanon over recent weeks. Lebanon has made great strides since the end of the civil war in terms of human rights and citizens’ rights, constructing and strengthening a multicultural and multi-ethnic democracy and civil society. There has also been enormous progress with economic renewal. Unfortunately, though, many of these gains have been diminished or destroyed by the excessive use of military force in the conflict between Israel and Hezbollah. I firmly believe that one of the conditions for sustainable peace in the Middle East is the existence of an independent, strong and sovereign Lebanon, together with the existence of Israel and a Palestinian State. It has been demonstrated in recent months and years, however, that Lebanon cannot achieve this goal on its own. It needs help from the international community; it needs help with economic renewal; it needs help with consolidating democracy; it needs help with the exercise of State authority in all of its aspects, including security and military aspects throughout the whole country. This is the only way in which the elected Lebanese State institutions will be able to disarm the military wing of Hezbollah and integrate the movement into the country’s political life. I should like to call on the Council and the Commission not to backslide in their efforts to help Lebanon."@en1
