"Mr President, following the hostilities the European Union has been widely called upon to lead and contribute the core of UNIFIL, to implement Resolution 1701, to play a primary role in humanitarian aid and reconstruction and to encourage the parties to take part in political dialogue. However, prior to the end of the hostilities, we did not punch the weight of a major international player. We may have reached a unanimous decision, but it was not a uniform one and we were not listened to either by the Security Council or by the belligerent parties. If we had been listened to and these events had taken place a few weeks earlier, the military results on the ground would have been exactly the same but there would have been less loss of life, less destruction, less displacement and fewer Katyushas and cluster bombs, along with everything else qualified as ‘collateral damage’. The lessons are there to be learned: neither military might nor Katyushas or Qassams can solve problems, and nor can unilateralism; the EU and the UN need to talk to all the parties, whether they like or approve of them or not. Finally, Lebanon needs our full support to consolidate its sovereignty, because that country has suffered a war by proxy for purely extra-Lebanese reasons."@en1
