"Whether one likes it or not, the EU’s time on the international stage has arrived. We must first thank the Finnish Presidency, the Commissioner and the Commission for succeeding in this regard, or for at least enabling this to happen. This is both an opportunity and a responsibility. We need to be aware that all the ingredients are in place for something to go wrong. The mandate is full of ambiguities, Hezbollah is not disarming, Israel continues to retaliate, there is a lack of security on the Israeli-Palestinian border and Syria and Iran cannot be relied upon. Nevertheless, I feel that it was a good decision for us to take on these responsibilities. As regards peace-keeping, we must also make sure that the mission is successful. We must ensure there is no discord in the EU and must act quickly if the situation changes. I feel that an informal cell made up of the Commission, the Council and Parliament might be helpful. The most important thing, however, is to develop a parallel political framework. The proposal of an international conference seems very appropriate, given that the United Nations Interim Force in Lebanon is an essential prerequisite, albeit insufficient on its own. Lastly, we need to mobilise more human and financial resources because the process will take time. We have a duty to ensure that our representatives will be successful.
