"I wonder, Commissioner, whether you have ever considered the possibility of reversing the burden of proof. My question is that our current system for regulating the wild bird trade requires proof that it is harmful to wild populations before it can be suspended. Why can we not establish the sustainability of a wild bird or a species before trade begins? In fact, that should apply to all species, not just birds. Also, the EU prohibits trade in its own wild birds under the Birds and Habitats directives. At the same time, we continue to adopt a cavalier approach towards the biodiversity of less developed countries through this trade, even though there is a ban for the moment. Is that an acceptable way to continue?"@en1
