You have touched upon an issue which really is a priority. I have said on a number of occasions that the huge problem of massive regularisations threatens to undermine the principle of solidarity between Member States. We addressed this issue for the first time in the Council some fourteen months ago.
We decided then that every national measure to regularise illegal immigrants must be preceded by a European consultation that permits the rotating Presidency and the European Commission to give their opinion on the impact of such a regularisation measure on the other Member States. There too, we spoke of the principle of solidarity, and we approved a document. This document has not yet formally entered into force, but it has the value of a political decision. I therefore call upon every Member State of the Union planning to carry out regularisations to comply with this obligation to a preliminary consultation, in order to allow other Member States to adopt measures to take into account the impact of this massive regularisation."@en1
