"The aim of the proposed directive on passenger car taxes presented by the European Commission is to address the significant disparities in car taxation in the EU Member States and the environmental pollution caused by emissions from personal motor vehicles. The European Commission proposes to lift registration fees for passenger cars and replace them with taxes, which would include a CO2 tax element in the tax base. In Slovakia, however, we do not apply registration fees or annual operating taxes to passenger vehicles. Introduction of the new tax would increase the tax burden on private individuals, besides which the calculation of an annual operating tax on passenger cars based on the level of CO2 emissions may not automatically lead to the purchasing of new, more environmentally friendly cars. Ladies and gentlemen, the Member States have exclusive competence over tax issues, in line with the subsidiarity principle – which should be observed, I believe, in this case. For this reason, and also because the proposal would introduce a new tax in Slovakia, thereby increasing the tax burden on Slovak citizens, I have abstained from voting on the proposal."@en1
