"Mr President, I would like to express my great concern regarding the continuing civil war in Somalia. Somalia has not had an effective national government for over 15 years. This situation is a serious threat to the peace and reconciliation process in that country. It is also a threat to security and stability in the whole region of the Somali Peninsula. We have to unequivocally condemn the recent fighting in Mogadishu and the events in Johwar and in other parts of the country, which have claimed the lives of many Somali people. At the same time, we must appeal for no actions to be taken that might cause tensions to escalate. We must appeal for the dialogue to continue and for the interim federal government and parliament, the central authorities which govern Somalia on the basis of a temporary federal act, to be involved in the cooperation efforts. We also must not forget to provide the Somali people with humanitarian aid, aimed at helping the displaced and communities in need. We should therefore support all action taken to uphold International Humanitarian Law and to guarantee humanitarian aid agencies access to communities requiring aid, as well as ensuring the safety of staff working for humanitarian organisations."@en1
