"Immigration is too serious a subject to simply leave to the polling organisations or to decree it to be an important subject only during national elections. Immigration is a fact of life: more than 40 million people live within the territory of the European Union, which seems to have a great deal of difficulty coordinating its activities. It must act quickly to establish a consistent and effective immigration policy. The Finnish Presidency intends to move this thorny issue forwards by breaking down the barrier of unanimity in the Council of Ministers, which is holding back all progress in the crucial field of judicial and police cooperation, in order to combat human trafficking and illegal immigration. I very much hope that this Nordic desire will soon be put into practice, through the implementation of a humane joint policy on the right to asylum, or cooperation between the 25 Member States to allocate quotas to each country. Another challenge that needs to be met is the integration of immigrants. As the Lambrinidis report emphasises, there is still much progress to be made in the Europe of 25 Member States if we are to make a success of this integration, particularly in the fields of access to employment, non-discrimination, the education of women, language-learning programmes and political participation. If we can win this bet, we will be one step closer to social peace."@en1
