As draftsman for the report from the International Trade Committee on this report on external actions for financial, economic and technical assistance to third countries recovering from crisis I was concerned that this Stability Instrument should provide genuine added value, delivering an effective, immediate and integrated response.
Although there were concerns initially about the legal base of this instrument, it was eventually agreed that it should be based dually on development cooperation and economic, financial and technical cooperation. I support Development Committee colleagues in their concerns that the inclusion of peace-support measures in this instrument should not bleed funds from the development budget.
Most importantly, the agreement between the Council, the Commission and Parliament on this report reflects Parliament’s initiative on a review clause, which will allow for modification and better reporting: an important consideration, since this instrument is new and far-reaching."@en1
