"Mr President, the evidence of a sinister spider’s web of CIA torture flights crisscrossing Europe is overwhelming. I have every confidence in stating that the CIA is directly responsible for the illegal seizure, removal, abduction and detention of people on the territory of Member States. It is through criminal intention, implicit approval and gross negligence that such large-scale human rights abuse has been permitted to take place. Either way, it is clear that security forces in some Member States are working outside the reach of proper and effective governmental control and scrutiny. Soon we will remember the victims of the London bombings. The UK response has been the adoption of shoot-to-kill policies on the basis of guidance from the security forces in the war on terror, which has seen an innocent man killed in my own country and another lucky to be alive. They, along with so many others, are also victims. Their only crime was to be visibly different from the majority. Governments have underlined the importance of leaving no stone unturned when justifying the intolerable suspension of civil liberties in the name of national security, rendering certain sections of our population subject to unrelenting, imbalanced scrutiny. This is where this House must step in for the good of all our citizens. Now it is time to focus due scrutiny on the actions of our security forces, reining them back to the fold of governmental control so that we can guarantee Community security for the whole of the European Union, preserving the rule of law and our democratic institutions."@en1
