"Mr President, Mr Vanhanen, Mr Barroso, I share the Finnish Presidency’s view of globalisation as a challenge. I also think it good that the Presidency has struck a balance between, on the one hand, flexibility and, on the other, social protection or security in the midst of change. I look forward to a solution being found to the Services Directive during the Finnish Presidency. This will be based on Parliament’s proposals, which have specifically achieved this balance between, on the one hand, openness and flexibility and, on the other, security in the labour market and protection for public services. There is an issue that I think the Finnish Presidency should get to grips with. Parliament’s proposal and the proposal by the Commission and the Council make no mention of agencies that supply temporary workers. At the same time, such agencies are growing in importance all around Europe. There is a proposal from the Commission concerning agencies that supply temporary workers. We have responded to it, but it has been blocked by the Council. It is now time for the proposal to be unblocked so that we might obtain an agreement and a framework concerning these agencies. This is an area in which the Finnish Presidency can act. I welcome the fact that you are taking the initiative concerning the Working Time Directive. This is also about achieving a balance between health and safety – no unduly long working hours – and, at the same time, flexibility. We in Parliament are convinced that, in order to achieve flexibility, no opt-out is needed. There are other instruments for promoting flexibility. I look forward to solutions in these areas and also share Mr Rasmussen’s view that solutions must be sought in cooperation with both sides of industry."@en1
