Is it intended to widen the scope of the current agreement or, indeed, to narrow it? How will the Green Paper on a European Strategy for Sustainable, Competitive and Secure Energy, adopted by the Commission in 2006, be reflected in the new agreement? Various signals are coming out of Russia regarding a possible future agreement. Some Russian politicians and political analysts are expressing the opinion that the EU-Russia Partnership and Cooperation Agreement signed in 1997 was not helpful to Russia because it was unfair and had been dictated by Brussels.
