". The report before us today adopts the Council common position of 12 June 2006 on the European Social Fund for 2007-2013. I wish to state that there are some, albeit not enough, positive aspects in this position and others to which we object. Among the positive points, we wish to highlight social inclusion and gender equality. The common position falls short, however, on areas such as the promotion of the quality of work, and a more proactive contribution towards reducing income disparities and social inequality with the objective of genuine economic and social cohesion. It is a position that continues to reduce the scope of application to policies closely related to the guidelines and recommendations in the context of the European Employment Strategy and the Lisbon Strategy, which we know has served to exacerbate inequalities and to promote the deregulation of the labour market. It is up to the Member States to define their priorities and the areas to be funded; in other words, there is some leeway for the Member States to implement it correctly. Hence our abstention."@en1
