"The European Council in December 2005 laid the foundations for the programming of the Structural Funds until 2013. The package devoted to the four French overseas departments has been maintained at the same level as the 2000-2006 period, thanks to a sum of EUR 2.83 billion. I would like to emphasise this almost completely steady figure, which is due to the eligibility of the French overseas departments for the convergence objective and to their status as outermost regions, at a time when all regions in mainland France, and many regions in the EU, have unfortunately seen their aid cut considerably. France, Spain and Portugal managed to get a specific allocation created to take account of the additional costs associated with the disadvantages of the outermost regions. I find the lack of visibility of this new measure in the general regulation regrettable. I call on the European Commission to show a degree of flexibility in implementing this aid, the procedures for which are included in the ERDF Regulation, because these additional operating costs do not exactly lend themselves to arithmetic quantification. The overseas departments perform extremely well when it comes to managing European structural aid, in that they use the funds provided to them regularly and well. It is up to them to continue to make good use of those funds."@en1
