"Mr President, it is now obvious that the measures being taken as part of the fight against terrorism are to a degree unavoidable. However, it is also clear that measures may become excessive and restrict the civil liberties of those they are supposed to protect. It is of paramount importance to have effective mechanisms which function as safety valves in order to avoid infringements of civil liberties. The letter of the law is important and must be controlled, but its application must be equally controlled. It is, however, worrying that more and more powers are being transferred to the centre of the Union, especially the Commission. Subsidiarity is being undermined slowly but surely. Another question which arises is how the information which is collected and disseminated will be managed and who will have access to it. All of this has been said before in connection with similar measures with similar objectives. We have our reservations, but we also recognise the Union's right to protect its citizens. Our differences therefore lie in the methods used."@en1
