". As regards the timetable and the transitional periods, it is probably too early to give any indications concerning these, although I am involved in dialogue with most of the Member States. The problem we had in the last general debate was that we were guided by the Commission’s specifications and used them as the basis for the evaluation, but we have not yet got to the point at which I can sum up for you the sense of the meeting as regards the percentage reductions and the periods of time over which they are being contemplated. It is, however, my intention, over a period of years – over a decade, indeed – to sketch out a vision and to set out the approximate stages by which these things may be implemented in practice, while setting out even now the further steps whereby we are contemplating the implementing stage of Euro 6. The clear message, then, is that, rather than wanting to complete Euro 5 with a mere compromise and then promptly starting again with something new, we want, over and above that, to put down an unmistakeable marker."@en1
