"Mr President, unfortunately, cases of racism and violence are increasing, both in terms of intensity and frequency, not only in Poland, but also, unfortunately, throughout Europe. We need to condemn various racist crimes but, in light of both past resolutions and current Community legislation, this is not enough.
The legislation and daily administrative practices of the various Member States foster intolerance and discrimination to such a degree that we can talk of institutionalised racism. The Member States need to apply practical measures to combat racism. Public opinion-makers must not create a climate of racism. Prosecution of groups that foster racism must be encouraged. Racism is a multisided, multidimensional problem. That is why composite measures are needed to combat it, measures which both prevent and cure. We need to combat both racist perceptions and the social exclusion that fosters the development of racism."@en1
