"Mr President, Mr President-in-Office of the Council, Mr President of the Commission, in view of the integration problems we are now experiencing in many EU Member States, and in view of the population trends and the huge problems we are having with illegal immigration and the associated problems of organised crime and trafficking, I welcome the fact that you want to put the focus of the forthcoming European Council on migration. We need to be quite clear about this: if we want to avoid conflicts in the European Union in the long term, we must manage the influx of economic migrants, taking particular account of the assimilation and integration capacities of our Member States. We must finally create a European asylum policy, and in this connection I would like to congratulate the Presidency of the Council, which has undertaken a great deal of preliminary work to ensure that refugees can be aided quickly, whilst at the same time preventing economic migration using asylum certificates and abuse of the asylum system. We must also focus on combating illegal immigration and human trafficking, which, as I just said, are elements of organised crime. This cannot be solved by regularisation, as we are currently experiencing once again in Spain: regularisation produces a suction effect, with all of the dramatic results and tragedies that brings with it. What we need is a comprehensive strategy that must include the following elements: aid in the countries of origin, information campaigns via the mass media – including in the countries of origin – explaining the consequences of illegal immigration, and the establishment of a common external border protection mechanism using the visa information system, the Schengen information system and EURODAC, so that we can achieve the objective of maintaining the stability and security of the European Union over the long term."@en1
