"Mr President, one of the main mechanisms for the integration of Europe is the enlargement of the European Union. Bulgaria and Romania are at the doors of the EU, Turkey is already negotiating its accession conditions, the new state of Montenegro has expressed its hope of becoming a member of the European Union, and other states in the Balkans may follow suit.
In this context, I should like to focus on the issue of the Copenhagen criteria and the policies related to minorities. Many states are still following the old-fashioned French model and trying to assimilate those who have a language and culture different to that of the state. In Romania, for instance, there is a large Hungarian-speaking minority, whose rights must be fully recognised before Romania enters the European Union as a way of recognising internal diversity. That is to say as a way of respecting human rights, because fulfilling minority rights is absolutely essential to respecting human rights. The European Union gives hope to minorities. Please do not disappoint them."@en1
