"Mr President, ladies and gentlemen, this cover page from bears yesterday’s date of 12 June 2006. Unfortunately, it states that European education systems, including higher education, are failing. The Seventh Framework Programme for Research is based on three elements which are closely interdependent – education, research and innovation. If, however, the starting point of the three, in other words education, has already become an Achilles’ Heel, we can plan and support research and innovation as much as we like but the desired results will not materialise. Let us therefore support those institutions which rank among the most important from the perspective of education and its links to research, in other words universities. They constitute a natural source of enormous human potential that has so far not been effectively exploited. Let us promote a revival in research at universities and let us nurture the younger generation of scientists being educated there. Let us give them the sort of opportunities and motivation that will make them want to stay in Europe. Let us also give the opportunity to universities to fulfil the criteria of scientific excellence and let us support them in this effort, especially in the new Member States of the European Union. This could be – and I firmly believe that it will be – among the best of the investments within the context of the Seventh Framework Programme for Research.
