"Mr President, I would like to thank in particular Mrs Brepoels, the rapporteur, for all the excellent work she has done in listening to the various views and concerns, trying to find a way through on what is essentially a theme we all support, that is, greater access to information for the public and people who need to know, initially with the environmental theme in mind, and then going on, as the Commissioner has indicated, to agriculture, transport and so on. There is a problem, as he has indicated, and I think that like the last measure this will have to be resolved in conciliation, but there are one or two concerns which still need to be recognised and addressed. Certainly, as Mrs Brepoels knows well – in fact she is probably tired of hearing about it – there is concern, particularly on the part of the Ordnance Survey in the United Kingdom, which has a very long tradition of map-making and geographical plotting. It is concerned because of the inability to charge for services. That is possible, but if it happens it might end up in a rather long queue for taxpayers’ support, as opposed to being able to recover at least some of its costs, as it has been doing over generations. That is a concern we have to recognise and try to meet. My second point, perhaps a more serious concern, is the concern that comes from defence sources. If you were to allow unrestricted access to discovery metadata, it would be possible to identify trends in areas that are being surveyed, for example, to provide information about naval patrol routes, allowing anyone who intends to commit terrorist attacks or any other maritime crime to track, intercept or avoid naval vessels. Again it is an issue. It needs addressing and if we can get these things under control, then I am sure we have a measure here which we can all welcome and move forward with."@en1
