"Mr President, 2006 is the European Year of Workers' Mobility. Within the framework of the success of the Lisbon Strategy, the actions programmed aim to change the attitude of Europeans to the possibility of living in the European Union and looking on it as a single market, of trying to acquire the means that give them the right to move from one job to another and from one Member State to another for a specific period of time or for more permanent establishment. Why, however, have the measures programmed since 2000 been of limited success? The policies of the Member States do not converge in promoting quality education. European citizens are not being told that 45% of future jobs will go to university graduates, 40% will go to people who have completed secondary school and that only 15% of jobs will go to people who have completed compulsory education and that this compulsory education does not reduce the percentage of those who abandon it. Adults are not participating satisfactorily in lifelong learning programmes. Only those who work illegally have achieved mobility. For the rest it is a utopia."@en1
