The Green Paper on energy efficiency forms the basis of the Commission’s Energy Efficiency Action Plan, a highly important document that plays a key role in combating climate change, environmental pollution and the abuse of natural resources, and in safeguarding energy supplies. The rapporteur mentions some highly important ways of reaching the objective of 20% reduction in energy consumption in the EU by 2020, as proposed by the Commission. Simple measures that could bring major energy savings include awareness raising and educating and encouraging people to change their consumption habits, favouring the use of co-generation technologies, the fact that the public sector sets an excellent example in using cleaner transport and efficient lighting, and the use of energy saving contracts. The rapporteur also highlights the unstable nature of the energy market and the recent oil price rises that make the current state of affairs different from the time when the Commission was drawing up the Green Paper.
