"Mr President, the threat of a flu pandemic or of other infectious diseases is one of the most serious problems facing modern civilisation. Infectious diseases such as HIV, AIDS, tuberculosis, malaria and SARS are becoming increasingly common worldwide. Not permitting Taiwan to join the World Health Organisation at all exposes the over 20 million strong population of this island to the risks arising from exclusion from the global community. Taking into account the high quality of the Taiwanese healthcare system, it would also be in the interest of the international community to permit Taiwanese specialists to attend the meetings of World Health Organisation experts to discuss the fight against avian flu. As far as the aforementioned matter is concerned, the Director-General of the World Health Organisation should include the Taiwanese Centre for Disease Control in the global epidemiological early warning and response network at the earliest possible opportunity. The European Commission and the Member States should support Taiwan’s application for observer status in the World Health Assembly. The health of the citizens of Taiwan and of the populations of South-Eastern Asia and the whole world is at stake."@en1
