lpv:translated text	"Madam President, the European Neighbourhood and Partnership Instrument is actually very welcome. The European Parliament has been calling for cooperation between the EU and its neighbours to be made easier for a long time now. In practice it has been very problematic that the EU’s own Interreg programmes and the programmes being implemented in the neighbouring regions have been completely separate, and that it has been impossible to realise joint projects on both sides of the borders. Although we are now introducing the one-stop shop principle we have wanted for so long into neighbourhood and partnership policy, it will be challenging to put the programme into effect. We have to remember that the external border regions are different. Not just the population base but also political needs must be taken into consideration when channelling resources regionally."@en1
