lpv:spoken text	"Madam President, the European Neighbourhood and Partnership Instrument is important to the new EU Member States, including Lithuania. Our border with our neighbouring countries is almost 1 000 kilometres long. We are very keen that behind this border, in Russia and Belarus, democracy, human rights, economic prosperity and greater public welfare should take root. Paraphrasing the former German Foreign Minister Hans-Dietrich Genscher, we could say that European Union citizens will never be safe and happy if, beyond the borders of the Union, people live in economic deprivation and in the absence of rights and fundamental freedoms. I would like to stress that the document also offers the possibility of using financial resources for those countries that are inclined to freeze cooperation with the EU. We need to coordinate these possibilities with a project to create a European democratic fund in support of civil society, as suggested by the Lithuanian President Valdas Adamkus, German Social Democrats and Members of the European Parliament."@en1
