"Madam President, while I would like to express my admiration for the rapporteur, Mr Szymański, as well as for the other rapporteurs, I would also just like to highlight a few matters related to the European Neighbourhood and Partnership Instrument. We are talking today about an instrument that constitutes one of the tools for creating partnerships and neighbourly relations between the Union and third countries. Yet are the funds which, as far as I know, amount to only 1.5% of Union spending, sufficient? Are we really going to be able, with this money, to promote the spread of democracy, respect for human rights and civil society building? With this kind of approach, specific attention needs to be paid to ensuring that objective criteria are used to determine how the funds are distributed. Implementing provisions will also be important. We do not have a lot of time. It is good that Russia is mentioned in paragraph nine of the explanatory statement. It is a shame, however, that the same emphasis was not placed on Ukraine. Finally, I would like to say that this financial instrument constitutes an opportunity for the European Union, which is home to barely 7% of the world’s population, to contribute to global stability and security and to poverty reduction. It will be beneficial to us all and will constitute European added value."@en1
