lpv:translated text	"Mr President, the facility to respond to threats against human rights and democracy is a self-evident and necessary objective. On the essence of the proposal, on behalf of the Committee on Budgets, I should like to say, as regards the instrument for stability, that the codecision procedure – which is now accepted by all sides – is certainly, legally speaking, the right procedure. On the question of transparency and flexibility, transparency safeguards the avoidance of overlaps in the various activities, mainly with the CFSP, while flexibility affords the facility for timely intervention and improved efficacy. I close by saying that certainly I have no objection to the proposed indicative financial framework and I would like to say that, through the annual budget procedure, we shall fight in the Committee on Budgets for maximum efficiency of the instrument for stability."@en1
