In particular, the possibility of using 20% modulation in the CAP to fund rural development without having to meet the agreed rules on co-financing and spending guidelines is regrettable and could lead to a distortion of competition between Member States. It is an attack on the CAP and is effectively a move to renationalise agriculture policy."@en1
