"Mr President, Commissioner, firstly, I should like to take my turn in thanking Mr Böge and all of our fellow Members - Mr Mulder and the others - for their contribution. Just when we are on the subject of a crisis of confidence in the European institutions, their contribution has demonstrated the extent to which our institutions, and especially our Parliament – that goes without saying – have played their part to the full. The institutions have played their part to the full because, over and above the exemplary nature of those meetings, we are going to use this interinstitutional agreement to provide our fellow citizens with the practical resources needed to give full effect to Europe and to the powers it has in terms of development and solidarity. As a member of the Committee on Regional Development, I should like to emphasise one point. Throughout previous years, we have been able to observe, and we continue to observe, how much the Structural Funds have done for countries such as Ireland, Spain and Portugal, and how much these Funds have changed people's everyday lives within regions that were previously lagging behind and that, now, have aligned themselves with the average of our European regions. With the Structural Funds for the 2007-2013 period, we can achieve this same result insofar as the new Member States, in particular, will be able to use the Funds made available to them. Nevertheless, we know that there will be a delay, in spite of rules n+2 and n+3; I therefore urge the Council, together with the Committee on Regional Development and the European Commission, to declare, forthwith, that the resources that are not used in the context of the Structural Funds will not be redistributed in the Member States, but reallocated as part of a new agreement that will be concluded in the next few years, thanks to which the Funds will be used to achieve the objectives of our proactive policy on this matter."@en1
