For both of us, the way forward is de-institutionalisation, in other words transferring care as much as possible to local authorities, the community and of course families. I feel that in this situation we must also consider very carefully what sort of support to provide to family members or to the people who, although not direct family members themselves, have nonetheless taken over the care of another person. When we consider these things in an ordinary way, we think of financial support, but in my view it is also necessary to provide some form of qualification, since for families that have to assume such a responsibility it is very important to know something about basic nursing methods, and the basic principles that are to be followed, as well as the limits that such care can impose. It is an unbearable form of ethical torment to have the feeling that you can still go one step further when in reality it is no longer possible, so in this respect we can ease the burden on those that are providing help. In essence this is the Commission’s core strategy: a move away from institutions that are often inhumane, that often have a restrictive culture and that are often structurally incapable of accepting the individuality and quality of life of the people who come into contact with them, and in the direction of local authorities, natural communities and of course families, in the broader sense of the word."@en1
