lpv:translated text	"Mr President, ladies and gentlemen, Commissioner, this recommendation is wrong. The decision is being deferred more and more. Why do we not honestly say that both countries fail to satisfy the criteria? Much is only on paper and unfortunately the reality is different. If we take a wrong decision and allow these two countries to join prematurely, we will pay for it. Our trips to Romania and Bulgaria, talks with NGOs, members of parliament and government representatives from both countries in Sofia only last week have confirmed my opinion that, despite all their efforts, neither country is ready for accession yet – not in 2007, and not even in 2008! Three examples from Sofia: crime, corruption, Kozloduj! 173 contract killings since 1990 – none of them have been cleared up. Corruption – universal. The Kozloduj nuclear power plant is dangerous and has still not been shut down. I do not have time to go into the problems of minorities – the Roma – and the conditions in prisons, homes for the elderly and disabled and much more besides. If we persist with this wrong decision, it will have repercussions both internally and externally. We will lose what credibility we still have with the Union’s citizens. Countries like Croatia, which are making great efforts and in my opinion are further on in many respects, will be blocked. Here, the liberals are supporting the liberal prime minister in Romania, the socialists the socialist prime minister in Bulgaria. We are not forced to stick to this wrong decision. Corrections must be possible. This self-deception is cowardly and dangerous."@en1
