In view of the number of cases in which the transposition of Community law into national law has been delayed or has not taken place at all, the legislator needs to ensure that its application is monitored appropriately, and, more importantly, to simplify it and to ensure that the subsidiarity principle is upheld.
I feel that the application of Community law will remain inadequate until Community law is made clear and comprehensible, and until the Community
as a whole is made easier to understand. Without good Community legislation, it will be very difficult to apply Community law properly.
I warmly welcome the Commission President’s proposal to promote a major drive to cut down the amount of legislation and to make law-making more efficient on the part of the Community’s institutions. Sometimes less is more."@en1
