". Mr President, the agreement with the Council about the Marco Polo II Programme mainly translates into better access to this programme for smaller enterprises. Since a huge number of those are active in the transport industry, that is a major advance, which is mainly attributable to projects being combined and a restriction of the financial and administrative burden. The only fundamental observation I should like to make with regard to this programme is that there is no assessment of Marco Polo I. The lack of such an evaluation means that it is impossible to say whether Marco Polo II will have the desired effect, simply because the link between goal and resources used is unknown. I am therefore pleased that an assessment will be carried out next year, the findings of which will, hopefully, reinforce the set-up and implementation of the programme. I should like to finish off by thanking the rapporteur for the result achieved which I will certainly be backing."@en1
