"Mr President, political detainees in Russia are in a very bad position. The case of Mikhail Khodorkovsky is a concrete example of how various means are used to break them down both mentally and physically. Whilst Platon Lebedev received inadequate treatment for his serious illness north of the Arctic Circle, Khodorkovsky was attacked in his cell by night. No precise evidence is available as to what happened. That such a thing should occur is incomprehensible in view of the fact that the prisoners are under permanent observation. This occurrence confirms the dire conditions in Russian prisons. Russia’s holding the presidency of the Council of Europe offers an opportunity to approach it and call upon its government to agree to Khodorkovsky and Lebedev receiving the independent medical examination that has hitherto been denied them. I call on the Council to bring influence to bear on Russia in order that the human rights of those it holds in prisons may be secured."@en1
