The way in which the Commission handled its finances in 2004 gives me and Mr Belder sufficient reason to call for the granting of the discharge to be postponed. First of all, it must be absolutely clear what the Commission intends to do about the problems surrounding the opening balance sheet. In addition, it is undesirable that there should be any delay setting up, applying and enforcing the internal control standards. Thirdly, the Commission must table a plan of approach that includes a target date for working towards a positive Statement of Assurance. Fourthly, the amount of the advance payments left outstanding is high to an untenable degree. It is not clear to us how, and when, the Commission would like to see this problem solved. Finally, it defies belief that Greece, a Member State, still receives maximum agricultural subsidies even though it has not met the requirement of fully introducing the IACS for more than ten years."@en1
