"Mr President, in November 2005 the European Commission presented the new regional policy initiatives Jaspers, Jeremie and Jessica for the first time. They are new aid instruments which are of particular importance for the new members of the European Union, and which are designed to facilitate funding absorption in the field of cohesion policy between 2007 and 2013. The initiatives have met with a great deal of support from Parliament, the Committee of the Regions and the Economic and Social Committee, which for their part are trying to promote the aforementioned new funding opportunities for regional initiatives.
Yet there is no real evidence of a large-scale and effective information campaign, for which the Commission is responsible. Despite the fact that six months have already passed since the first presentation, it is impossible to find a brochure or even any kind of publication on the subject, let alone in the national languages. Those directly concerned, or in other words local governments and businesses, receive only perfunctory information. There is a lack of widely available training on the subject. The programmes are supposed to be launched on 1 January 2007, and so I am not sure what the Commission is waiting for. It is high time that a professional and coordinated information campaign was started."@en1
