"Mr President, I understand Mr Cohn-Bendit’s spontaneous reaction, and I should therefore like to try to provide him with an explanation. It was my group that asked for an item concerning the suspension of European Union aid to Palestine to be included on the agenda. We submitted this proposal a long time after the last Conference of Presidents and, as a result, it was technically impossible for the Conference of Presidents to debate it. That is why the secretaries-general consulted each other, as is customary. I therefore understood our President’s proposal in the following terms: it is now a matter of submitting to plenary the conclusions reached by the secretaries-general of the groups on the basis of our proposal and, if there is any opposition, we shall have to vote. That being said, I thought that there was practically a consensus on supporting our proposal, the only difference being that we, for our part, were also in favour of submitting a resolution. We shall not make a out of this matter, though."@en1
