The double legal basis laid down is appropriate for this kind of regulation, as it allows certain Member States to maintain tighter environmental legislation without upsetting the balance of the internal market in Europe. Containing emissions and leaks strikes me as the right way of meeting the aim of reducing fluorinated gas emissions into the atmosphere. The obligation to report the certification of personnel responsible to the Commission every year and the policy of recovery for recycling or recovery of equipment are measures that I warmly welcome.
