"Mr President, I am sure the European Union does not regret its part in resolving the conflict in Ukraine several months ago. It was thanks to the European Union’s involvement that no blood was spilt in that country. It was also thanks to the European Union that democracy began to develop in Ukraine, albeit slowly. It is still there, however, and the recent elections have been a great success. The question now arising is: what next? What more can we do to help Ukraine? Mr Winkler has just assured us that there is a will to do so. I believe the Union must say quite clearly that Ukraine is entitled to join it. It is high time for it to make a statement to this effect, although obviously the Union will have to set challenging and demanding criteria, and we can expect it to be a long time before Ukraine is able to comply with them. Nonetheless, such a statement needs to be made, because only an offer of this nature will suffice to spur internal forces into action to develop democracy and the free market economy."@en1
