". We voted in favour of the rapporteur’s amendments, which improve upon the Commission’s original proposal and which safeguard Portuguese interests. A case in point is the recasting of Article 13 awarding a European Capital of Culture to Portugal in 2012. It also simplifies the administrative procedures for selecting and monitoring ‘European Capitals of Culture’, and ensures that the appraisal is carried out according to the new, more inclusive criteria. As regards the programme, the only requirement is that it must be consistent with the Member State's domestic cultural strategy or policy. Accordingly, diversity and the particular characteristics of the cultural heritage of each EU Member State will, in our view, be brought to the fore and dialogue between the various cultures will be facilitated."@en1
